I started a game and set up a water pump at the front of the river and a sewer at the bottom then i connected them with the coal power plant using power lines and finally i connected the plants with pipes and unpaused the game. If the water level does not increase it probably flows away elsewhere. Place the pumping station so that it will take in freshwater contaminated water will make citizens sick.
